I have a Dell Microsoft Windows Version 2002 we are going to move the computer to my room. It is a desktop, but we don't know if it has a wireless internet card. We do have a wireless linksys router, but do we have a card? If we do have a card, how do you turn it on?

It is also an XPS 200

Click on MY COMPUTER, look for Wi-Fi details, also check SYSTEM from control panel :)

Unless you specifically ordered your Dell Desktop with a wireless adapter, it will not have one! Desktops are assumed to be in a "fixed" position and thus since they are not moved around and used in various places they just aren't built with wifi like laptops.
