No, you need a broadband connection. While it's theoretically possible to stream video on a low speed connection the delays while the stream is cached locally will make it nearly unwatchable. Most steaming servers test your connection speed and select an appropriate stream for your connection speed however there are lower limits and most systems will simply error out on a very slow connection.
