20 is the largest common factor in 60 and 40. You could also just divide 60 by 40 on your calculator, or realize that both are multiples of ten and just divide 6 by 4, or, having dropped the zeroes, realize 6 and 4 are both even numbers and divide each by 2 to 3/2.

It's just division.

The rest of that is just that it's often possible to do the division in your head if you realize some common factors in the two numbers.

20 is the greatest common factor 0f 20 and 60.
40 = 20 *2 and 60 = 20 *3.
So you get 3/2 when you reduce the fraction to its lowest terms.

Now 3/2 means 3 divided by 2
So divide 3.0 by 2 and you get 1.5

Or you can say 3 divided by 2 = 1 plus remainder 1.
Put the remainder over the divisor (which is 2) and you get 1/2. So 3/2 = 1 1/2 = 1.5

Current = Voltage over the resistance, so 60 volts divided by 40 ohms = 1.5 amperes.
