In some of those states, there aren't five colleges worth attending.
Here are my opinions:
1. New Jersey: Princeton University, Rutgers University, College of New Jersey. Those are the only ones I would consider. If forced, I would pick NJIT and Stevens Institute after those.
2. New York: Columbia University, Cornell University, NYU, University of Rochester, Syracuse University
4. Delaware is easy to name the best five -- because it only has five. The only one worth going to is the University of Delaware. The others are Delaware State, Goldey Beacon, Wesley College and Wilmington College.
3. I left Pennsylvania for last -- because it is the one state with lots of great colleges. In my opinion, the five best are: University of Pennsylvania, Swarthmore College, Haverford College, Carnegie Mellon and Lehigh. But the state also has Villanova, Penn State, Pitt, Drexel, Bucknell and Bryn Mawr. All of these schools are better than anything you will find in Delaware or New Jersey (other than Princeton -- and Rutgers for a few of them).
