Drug abuse was not illegal at all until the early 1900's. Try looking on google for "history of drug laws" or something similar.

People used herbs for spiritual uses long before "drugs" were invented. At first knowledge and use of these sacred herbs was limited to sharmans and holy men. Eventually everybody got into the act.

Find out when the first laws were enacted, people have always abused drugs (ethanol is a drug).
