This is an older machine, still running win98. When I power it off, the next time I start it, the settings are all back to default.
It won't power down, or go to screen saver, until I reset it manually.
Desktop icons , toolbars, font size, everything goes back to default. I am saving for a new computer, but I can't really afford one right now.
What could it be?

I do use "shutdown" from the start menu.

easy, open it up theres a small watch battery its called the cmos battery, its run out u need to replace it and everything will be ok again although its not really such a hassle, what i do is i dont even turn it off just let it standby that way it always restarts right away and it would not reset, its not a big deal

Are you simply "turning off the power" or are you properly using the "shut down" function.

if the formar, you screw up a lot of software settings that are not fully saved, so learn to use "shutdown the PC"

Does It keep proper time and date ? If not then the little battery on your mother board is weak or dead.

Check your power settings in BIOS.
