If visitation is stipulated in your divorce then she is in contempt of court by not following court orders. There is nothing the police can do to help with this since it is a civil matter. Take the matter to court, to the judge that handled your divorce.
Keep a calendar of all the days that you tried to see the children and she didn't allow it. Having specifics it very very important in court. The courts number one priority is your children and if she isn't allowing visitation for one reason or another it is illegal for her to withold visitation without a court order.
My brother is going through the same situation and his ex may even lose custody to my brother because of her unwillingness to cooperate. They have been to court twice now with no end to her uncooperative attitude so the next time it happens she will lose custody.

Assuming this is the UK.
If you have sole PR the she cannot do this.
If you have joint PR and the child is normally resident with her, she can and vice versa.
The person the child lives with has more "pr" while they are resident with them.
You can apply to court for a contact order, or even contest residency.
These are all however things a judge will rule on can be very adversarial and are really just very good ways to run up legal fees.
I wonder if the way ahead is to approach your ex wife informally either by letter or phone.
Whilst your relationship with her has ended you still have children and denying them access to you is in effect using them as a weapon in a feud between the two of you, something that is neither appropriate nor right.
Really, the pair of you need to be looking at what will be best for the children.
As the act says; "in all things the child's best interests must be paramount."

No she does not ,unless she can prove you are a bad dad for untoward reasons,which I doubt or you would not be asking here.It is just a game being played from her to hurt you,but in the end its you and the kids that get hurt.
speak to your solicitor.............because she would soon scream if you stoped payment.I am a woman and I can not stand what some woman do to men.I would try for custody and let her be the one who visits etc.good luck mate

Contact your lawyer. If she has no good reason for stopping you from seeing your kids then I would think she has to abide by the legal agreement.

do you have visitation rights, set up times and days? If so then no she can not keep your kids from you
your legal papers are your best friend right now, you may have to involve the authorities.

do you have a custody arrangement? If so and she is breaking that arrangement then you should go talk with your lawyer if you don't have one get one. If you don't then I don't think there is much you can do about it besides going to court and trying to get custody.
