Politicians of course. At lease they can make decisions. Ever seen a room full of scientists? No one can agree. Leadership is not the strong point of Scientists.

Another poster said "lawyer vs. scientist." I'd like to expand on that idea a bit with the caveat that I'm generalizing, and of course there are exceptions to every generalization:
LEADERSHIP is the ability to define significant problems and then seek effective solutions and policies to get desired outcomes while building support for those solutions and policies.
Science is a way of looking at the world. The idea of science is that with meticulous observation you can figure out how something functions, and with controlled experiments, you can figure out how different actions or situations will affect an outcome. Methodology is the point, and any problem can benefit from scientific methodology of understanding the fundamentals of operation before you start introducing variables.
Lawyers often look at the world as a set of rules and if one understands the rules in all the minutia, one can manipulate situations for a favorable outcome.
Theists believe that there is a larger plan independent of rules, scientific or man-made, and if we simply divine the plan of God, we can live in a way that will affect the life hereafter, which is where our focus should be.
Politicians and Theists often consider themselves "big picture" people, while a scientist is more likely to know a lot about a narrower picture.
A politician can be a good leader if he will seek and take the advice of a wide variety of scientists. A scientist can make a good leader if he is widely enough exposed to the big picture or if he will seek and accept the advice of historians and news analysts and other "big picture" thinkers.
NEITHER makes a good leader if he ignores facts.
Our current president is a theist and lawyer in his outlook.

I think our world would be best run by scientist,
Scientist could figure out the answer to problems that politicians try to solve by passing laws.

If you've ever sat in a room of scientists you'd see immediately that they're not leaders. And I would hardly consider scientists masters of international policies or warfare.
Not saying the pols are better, but your question is a bit odd giving only these two choices.

You need to change your question. It should be Lawyer or Scientist, since most politicians have Law degrees and laws are written by lawyers for lawyers to continually rape the public.

I believe scientists could make good leaders, but you must remember that many are too intoverted to want to run do to the spotlight that would be placed upon them. If a leading scientist was to run, I am sure they would do well.

Politicians would, scientist are researchers and not inclined to lead. The American people are wrapped up in Party loyalty and will vote party lines even when the woman running is not qualified.

I would have to say educated people who know something about how things work and can use an equation to plot the path of an asteroid closely enough to land a space craft on it would be able to balance a budget .
