Hi,

If a DVD is a rental copy, that means this DVD can be legally rented out is that correct? Ones that are not can not be rented out.

No, that's wrong.

Any DVD can be rented out, if you have a licence to do so.

A 'rental copy' is specifically sold to rental shops, and will have no extras, apart from subtitles. Rental shops often sell these off cheaply when a film loses its popularity.

A rental DVD is licensed to a rental company by the owner of the works via a distributor.
If you buy a DVD, it's yours for private viewing. If you want to rent it out, you need permission, a licence, from the owner of the work.
