Within the same state, Dollar and Thrifty are two companies I've done this with. Avis allows this as well, but I've gotten higher rates when booking it this way.

Enterprise does not charge a fee as long as you notify them in advance that the car may be dropped off elsewhere.

some iompose a fee for droping at a different location but the clerk will explan that when you rent and get your keys
