I would guess that it does in some stores, but the 'big shed' construction method that most retailers use nowadays, is easier and cheaper to construct without windows.

Same reason it doesn't have clocks: so it's not readily apparent to you how much time is passing, so you'll stay longer and spend more. Just like casinos.

Same reason they don't have doors, toilets, sinks, or wood.
They can't have everything. Just go to Lowes or Home Depot.
