Yes you can sign the petition. Yes you can give the petition to someone. Bill Gates is not going to give up his money and there is no law that can make him. If you notice, Microsoft is a publicly traded company. That means it is owned by the shareholders. Yes, Bill Gates own a huge share of it, but not by far all of it. You go and invent a whole industry, make a box and a half of money, and have someone tell you to give up your money.

Petitions have no force of law. They simply demonstrate, by enough verifiable signatures, public support for further pursuit of a potential law or action. A poll, if you'd like to think of it that way.

However, even if 99.9% of the population were to sign a petition in favor of an illegal action, the law still prevents that action.

Hmmmm.........interesting.

Let's say he's worth $30 billion dollars. Let's say we take it all and divide it equally among all U.S. citizens. With the population of the U.S. around 300 million that would mean each citizen would get........$100. Yep, we'd all be living a life of luxury.
