Theoretically; it is to improve the performance of the organization, when this information is combined with the work flows and goals of the organization. It then will be used to re-design the management structure of the organization for improved efficiency.

More often than not, there is not positive impact because the changes are never fully implemented, and there are always "protected" people and groups. Middle management build their castles, and don't want to give them up, even though overall, the organization would be improved - they'd loose their fiefdom, which is more important to them.

Just to annoy their employees and answer stupid questions from their senior management.

Trust me..I've been in corporate America a very long time..there is no logical reason for it.
