It would help to know the species and size of tortoise- it affects the answer to a degree.

Shredded paper is a poor substrate for most species and ages.

It is not absorbent- food spills, feces, urine, etc. is not taken away from the tortoise as it is in good substrates, nor dies it sit on top for easy clean up as it does on bare surfaces.

It does not allow normal walking, which causes bone deformities in young tortoises.

It does not support humidity. It creates a very dry habitat, and most tortoises like 70% or higher, especially the forest dwellers, like Red-foots.

It gets into everything- eyes, mouth, nose. It gets eaten and causes digestion problems. The dust gets into the eyes and nose, etc.

It often has sharp edges that can cause injuries to the eyes and softer tissues.

Shredded paper just basically makes terrible substrate for most animals.

If you are going to let your tortoise hibernate then any material that provides insulation will do - so shredded paper is ok ( hay and straw is the natural alternative) - make sure it hasn't got too much printers ink on it.

i had a tortoise and i wouldnt because they might eat it and it wouldnt be 2 good 4 them.... to care 4 tortoises u must know there species etc. So go on a tortoise website and get a fact sheet on ur species.

There is no such thing as being to small to hibernate. Do you think a tortoise in the wild delays hibernating because it's too small?

the best substrate I have found is alfalfa or timothy hay. you can buy this in a package at walmart. This is good due to they can eat it and sleep in it
