Head into BIOS settings and disable any "Speedstep" or "Automatic Processor Speed" setting.

On laptops it is done as a battery-saving feature, having the CPU drop down speed to save power.

According to the specs in your link, you have an AMD Athlon XP-M 2600+. It should run at roughly the same speed as an Intel P4 2600.

Check your BIOS settings and look for FSB settings or Multiplier settings (or Optimum Performance settings).

Still stuck, call PB tech support.
