Simply put: because there cannot be any peace with terrorists.
Why does not the US offer peace to Al Qaida and other terrorists?
Sri Lankan government is at war with the LTTE terrorists because LTTE has taken up arms and had taken the violent option, and had killed many thousands of innocent civilians, members of the government, scores of ministers, the foreign minister, and even the President of Sri Lanka (There was another failed attempt on another head of state in December 1999). LTTE even killed the former PM of India in 1991.

LTTE is the most ruthless and brutal terrorist organisation in the whole world. Even the Al Qaida is said have learnt some aspects of its operations from LTTE.

They are so ruthless, not even tamil people have escaped their wrath, if they held a different opinion to the LTTE. Apart from massacaring thousands of Sinhalese villagers and general public, LTTE have killed hundreds of Tamil intellectuals and politicians in Sri Lanka, their only crime was having a different opint of view.
Over the last 3 decades, LTTE has abused every single opportunity for peace and used it for strengthening its military might and to smuggle in arms and to get a breather.
All these facts inevitably point to one unmistyakable conclusion: LTTE has to be annihilated militarily. They must be made to taste their own medicine.
Why it was not possible to defeat LTTE so far? Because SL lacked the leadership for it. Or when SL was going down that path, the leaders in charge of war was killed by LTTE.
There cannot be any peace with a ruthless terrorist organisation such as the LTTE. The only solution is annihilation. SL has already lost 70,000 lives in war. Another few thousand is a small price to pay if it leads to a permanent peace.
