Am I missing something. Maybe I don't understand exactly what a browser is, but this computer is around 6+ months old. Is this a ruse to get me to spend money? I do only have acess to dial up and it is so darn slow. Any help would really be appreciated. Thanks

It probably wants you to update to internet explorer7, you don't have to if you don't want to, by the way it does not cost anything. you can use what you are using with no problems.
i used to have dialup to so i feel for you. if you want to you can click on windows update and find out how long it will take on dialup to download internet explorer7. you can check it out on the link below.

Internet Explorer by Microsoft, not Dell, version 6 is known to have security-holes like Swiss cheese, so to keep you safe IE is in need of update. Only a paranoid rocket scientist can keep himself safe with IE 6 so you are offered to upgrade, it cost nothing.

Although I consider using Firefox instead of IE be better alternative myself.

You probably have Internet Explorer version 6 on your laptop and your browser is suggesting you upgrade to the latest version of Internet explorer which is version 7 it costs absolutely nouthing to download and i can say that after downloading version 7 i wouldn't go back to version 6
if you go on http://www.microsoft.com/windows/downloads/ie/getitnow.mspx it should tell you how long it takes to download on dial up
