VERY different,
PEN ink is thicker, and designed to NOT flow, but roll round ball pen nibs etc, or flow gently through fibre tips.

Printer ink is designed to be squirted by very small temp change causing expansion / pieze elements.

Yes, printer ink comes in different forms, it can come in dye or pigment.
