I would think that you would have to advertise your services out. what are you good at? Can you build, wait tables, etc? Just make sure that these cash in hand jobs are legal.

Oh, come on. Do you really expect people to just let you take their cash when you have just walked in and asked for a job? Get real. You can't expect to do anything without references, some kind of certification (especially in the Netherlands). Europe isn't fecking Disneyland you know. It's the real world.
So register with some sort of agency and be prepared to work in pubs and wash dishes in restaurants. Time to get real, mate.
