the test list 4 factors that account for the behavior of bureaucrats? Which of these are " benign" and which are " pathological" ? Would you want the behavior of bureaucrats to be most heavily determined by a) the manner in which they are recruited and rewarded; b) their personal attributes, such as their socioeconomic background and their political attitudes; c) the nature of the jobs they have, or d)responsiveness to outside forces-political superiors, legislators, interest groups or journalists?

I believe that B and C are benign
A and D are pathological
I would hope though, that constituent influence would coincide with their own leanings, a, rather than D...outside forces.

Not that i'm an expert, but i'd have to go with
A is benign
B is pathological
C is benign but arguably both
D is pathological

Mainly benign referring mostly to somethin beyond their personal conrol and somethin that doesn't really have much influence regarding the Bureaucracies they will be invovled with. How someone is recruited or rewards for a future job doesn't really effect a person in a future position.
B and D are generally things that influence their decisions as a bureaucrat because it deals with the psych, ego, id, all that mental stuff that composes a person. maybe he was raised with values and objects to certain positions, maybe a fellow bureaucrat triggers some kind of response through his mannerisms or attitude due to training, upbringing, beliefs.
C is harder, one can say that a current job is benign because your job is your job. Some do their's mindlessly or it was a "survival" job or the only position open at the time. Some might think its the "foot in the door" to go on to bigger and better things. On the other hand one could argue that you submit for and apply for jobs based on your values, beliefs, interests, upbringing. so might be both.
I'd say I'd prefer B to be the most heavily determined, because assuming in a perfect world you want people...say in Government that don't blatantly lie to the people, one's attributes will reveal the person for who he / she really is, what is the real interest, where are their loyalties.
