Because it was only for people who helped her during the darkest times of her life. We must understand that it is like her thank you gift.

Because she wanted some special gifts for the six people that have helped her out when she was writing Harry Potter. Then because there had to be 7 of the books because of the significance in the HP novels of the number because of its magical properties, so she is auctioning the 7th one for charity.

If these books were to be published and available for everybody then the gifts wouldn't be so special, and the charity wouldn't benefit as much because nobody would pay so much money for the book if its not that exclusive

Maybe in a few years they will be published though - I really want one!

These "fairy stories" are small, special books that are meant to be for certain people that were extremely involved in the Harry Potter series (and one is to be auctioned off for charity). If she published them, the copies given to those people would no longer be as meaningful; however, I'm sure in due time the books will find their way to the immense domain of the Internet.

At least originally, they were only for her friends, then she decided to do a specially bound edition to auction off for charity. My best guess would be that it might come out next year. It might come out as a stand alone, if it is long enough. I could also see it come out as a an appendix to DH, but that would alienate those who already have DH. She also might put it into the Harry Potter encyclopedia.
