Did you keep the cotton moist?

Try paper towel, damp, place in plastic zip-type bag, add a few seeds, sunny south window. You should see germination in 5-7 days depending on the type of seed. Transplant to ground or in pots.

What is wrong with you - a bag of soil only costs a few quid. But anyway - it depends on what you are growing. I grow cress on kitchen towels and it works fine but you can't go around expecting to grow carrots on cotton wool!!!

Use your head - if it has a small and delicate rooting system, then yes go ahead but if it is something like a spud - then NO!
