The easiest way (in My Opinion) is to join some online groups that offer things you are interested in. (Ex. Yahoo groups)
However, when you decide to chat online, remember to be careful who you speak to and never give out your personal information to anyone. Although there are some great people online, there are also those that seek out others for their own personal pleasure. Pedifiles etc. So be careful and have fun. Some of my Best friends, I've met online.

pick a chatroom that is limited to a subject you like and know well. This way you will have something in common with the other chatters and take it from there as you discuss common interests.
