The HTML prasing capabilities of Flash aren't very good, so I doubt there are any decent Flash based browsers out there.

Internet Explorer, Firefox, Opera, Safari, Konqueror and most other graphical browsers come with built in support for JavaScript.

No, but that is an interesting concept. Flash based would be interesting to see although you can create a flash file that will get some data off the web but won't freely browse websites. Almost all browsers come with java script support enabled nowadays; you can give http://www.neoplanet.com a shot it has an interesting browser; you can find tons of browsers at http://www.download.com perhaps one that will fit what you're looking for.

You are not making sense with 2nd part of your question; JavaScript is now everywhere in every browser since times of moderately ancient (for digital age anyway)

Flash is too heavy like original Java 1, I'm unaware of such browser you speak of.

Well flash and java are free and you can install them in just about any browser you feel comfortable using.
