What celebrations or festivals are there in Japan in March-April that foreigners will enjoy and take part in??

Hanami - cherry blossom viewing. It's basically people eating and drinking under the blossoms.

Most other festivals, foriegners like Japanese can enjoy by watching such as Geisha performance in Gion in April or outdoor Sumo at Yasakuni Shrine.

Depending on where you are visiting, early April is when the cherry blossoms (sakura) are blooming and often, Haru Matsuri, or festivals associated with that happen locally all across Japan.
