As mentioned Bad Brains pull it off well, and Poly Styrene from X-Ray Spex is part black, though you wouldn't know it from the vocals. and I guess we're not counting Chuck Berry and Little Richard and Bo Diddly style rock. Because all three put out some of the best rock and were black.
I think it's funny that black voices don't seem to match modern rock 'n' roll anymore, especially since it was basically a black invention.
And I don't think he meant to be racist, just that a black person is more likely to have a certain type of voice than a white person and it doesn't quite go along so well with metal and such, but then again metal isn't renowned for excellent vocals even as it currently is (dominated by whites).

Sevendust is awesome and, for the record, i honestly wouldn't have even known they had a Black singer if i never saw them (not that i'd care) 'cause he's just a rocker to me. Another band i really liked was the all Black '90s rock band Living Color who sang "Cult of Personality". And Ty Taylor from RockStar:INXS was cool. if he comes out with a CD, it should be worth a listen.
for females, try Fefe Dobson

The guys in Skindred and Sevendust are really good. It doesn't really matter what ethnicity you are, though. I know people from every race that aren't too good at metal-like singing.

Skindred is pretty amazing, they are phenomenal live. Bad Brains has always held their own. There's also: Fishbone, Carnal Forge, Skunk Anansie, Body Count, God Forbid, Living Colour, and Sepultura..and those are just the ones I can think of.
I think people's voices are suited to certain types of music, but I don't think skin color really factors in.

I dont think it matters what race you are. If your voice is good then it shouldnt matter what type of music you sing. African American women cant all sing like Beyonce. Latinos cant all sing like J-lo. I like sevendust.
