The words "Love You" are more formal than the words "Love Ya," that's all. Otherwise they are much the same. One may be used more by your partner, the other (the second one) by a good friend. They are both expressing love for you though, don't misunderstand that!

In theory, "love ya" should be a familiarized version of "love you." However, in practice, people use "love ya" as a way to water "love you" down and make it more friend-like and casual.

Unfortunately, it can also be used to dismiss the sincerity of a "love you" when someone doesn't mean it.
