Like any other expression, verbal or non-verbal, it depends on context of the conversation. It kind of takes the place of a frown that isn't just plain unhappy like :( is....and like a frown can mean diffr. things, this :/ can mean anything from "I am not pleased/irritated," to, "I am puzzled/unsure/ don't know what to say," to even, "That's too bad."
You just have to look at what you've said that elicited that response, and what the person says after it. Sometimes, you'll just simply have to ask.

For me, when I use that symbol, it means I am puzzled... that I have no firm answer to a question. It's a sort of half-frown, half-laugh of embarrassment, for me.
