I don't know, but I do know this:
The Shah wasn't providing room and board to OBL.
The Shah was also more politically viable (but both are/were hopelessly flawed allies).

As America has a history of turning on most of its allies I would have to say that "The General" is the preferred option because if the US turns on Pakistan in a big way it is going to get a nuke right up its imperial a s s .
The Shah died years ago so not much of an ally is he?
Anyway, if US had Iran as an ally who are they going to spook the American public with - the French? - I don't think so, George Wya ... and Cheney tried that one already and failed.

American Puppets, are all the same.. when they finish serving the purposes of the CIA and the U.S government then they are betrayed and hung out to dry.. Musharraf is a Dictator and like all of America's past, present and future Despots, they will meet a horrible end to their pointless lives. The people will react with a vengeance...
