I hate to tell you this, but dirt from living and using a carpet is NOT 'normal wear and tear'. You WILL be expected to have the place in as good or better condition than it was when you first occupied it, and that includes a clean carpet.
Whether or not he can require that you use the service of his choice is a matter of state statute. In my state, landlords may require the use of a specific service.

Your carpets being dirty does not fall under normal wear and tear. It is your responsibility to leave the apartment in the same condition it was in when you moved into it. He can not make you clean it or use a cleaning company of his choice, however he can make you liable for its cleaning, either by taking the money from your deposit or taking you to court if the cost exceeds your deposit.

You are responsible to have the carpets cleaned. That has nothing to do with normal wear and tear, but I don't think he can tell you which company to use.

OK, here is your option:
You can either negotiate a price yourself with the company he wants you to use, or move out, and have HIM negotiate it for you.
Who do you think cares about negotiating a better deal? You or him?
Your landlord's request is not unusual, but most landlords will do this upon moveout and just charge the tenant for it. He has the right to choose which company you use b/c companies like Stanley Steamer use too much water that all but sour the carpets...one of the major reasons why I don't use them.

He sounds like a person that won;t give your deposit back, so move out and let him use the deposit to clean the carpets.

If you have a deposit tell her to use that to clean the carpets. Chances are you'll never get your deposit anyway. So why bother? Best thing to do right now is to read your contract including the freakin' fine prints.......Good Luck

Clean his carpets. Pretend that you bought and pay for it, then maybe you can respect it. I don't think they have landlords under the bridge.
