It's called "Violation."

Follow download directions on the site (it's safe) and install in your 'fonts' folder. You will be able to use it in any program.

beats me how anything on the internet works these days, but i'd say ask the person who put up the photo. for all you know, they could have created the font themselves, and searching could be wasted effort.
however, and i'm fairly certain you might have tried it, but use search engines and look up "free fonts" and go through them, you might find ones you like, and one that could be very similiar to that one. but that's just me.

Try looking on http://dafont.com they've got loads of different (free) fonts on there and it's really easy to download them, just follow the instructions after you've picked your font.
