It sounds like you just want to make miniature "items" with polymer clay (not heavy "earth clay") as your barrettes.
If that's the case, you might want to check out these pages at my polymer clay website for more ideas, lessons/photos, etc. on making small items with polymer clay:

http://glassattic.com/polymer/miniatures.htm
http://glassattic.com/polymer/kids_beginners.htm (...click on "Sculpting"...)
http://glassattic.com/polymer/Christmas.htm
http://glassattic.com/polymer/houses_structures_gingerbread.htm (& candies)

If you want to check out other types of barrettes that clayers have made though, or different things besides tiny objects to put on barrettes, take a look on this Jewelry page:

(... and click on the category "Barrettes & Other Hair Items" ....)

I agree with Pep! I have a hard enough time getting a barrette to stay in with the weight of clay.

Unless of course we are thinking of the wrong kind of clay?

How about foam flowers?

As a women, I would not want to wear clay in my hair....to heavy. Have you considered making them out of a different material?

How about your zodiac sign or maybe your birthstone in place somewhere on the barrette. If it is yours for personal use maybe you can place keepsake items on it. Just depends on how large of barrettes I quess. But the project sounds good. Good luck.

How about little animals? Kitty faces, skunks, maybe a snake or a tiny gecko.
