Looked at the summary and it says:

"Prohibits the Department of Homeland Security's efforts to prevent ideologically-based violence and homegrown terrorism from violating the constitutional and civil rights, and civil liberties, of U.S. citizens and lawful permanent residents."

Sounds better than the Patriot Act to me. A lot of people forget that before 9/11, the worst terrorist attack on US soil was the Oklahoma City bombing, carried out by caucasian Americans. Or how about Richard Rudolph, who bombed abortion clinics, nightclubs, and the Olympics? If a Saudi was thinking about bombing the Olympics, he would be in a secret prison in Syria right now. Richard Rudolph is getting treated like any other murderer, and it doesn't seem like the government is trying to go after the people who supported him for the few years he was on the run.

It looks like they just created a committee to study ways to prevent homegrown terrorism by finding the reasons it may occur. It looks like nothing can be done if it is protected by the Constitution.

I'm not sure it is worse, but it is at LEAST just as bad as the Patriot Act.
