It's Tiberius alright, but not the emperor. It is the Roman Consul from about 2 centuries earlier that championed the poor.

Actually, I read somewhere that it wasn't really Tiberius but something worse. What the T stood for was never explained, but the novel claimed that Jim said it was Tiberius because he didn't want to admit the true name.
