It is not illegal to make racist comments. Only stupid.
There is no punishment other than public ridicule that you can use against this person.
Why do you think racist comments are not protected speech? As annoying and stupid as they are, the right of the individual to make stupid statements is protected.

For just a racist comment, there is no punishment because it is protected by the first amendment.
If your comment is at school, you can be disciplined by the school. This can be anything from detention to suspension, depending on the school's policies and what context your comment was in (for instance, saying it into the mike at a rally is going to have a worse punishment than saying it to someone in the hall).
At work, you can be reprimanded, suspended without pay, or even fired.
If you are committing a crime, for instance beating up someone, and you make racist comments, this can elevate your crime to a hate crime. This happens if your comments prove that racism was the motive for your crime, not if your motive was something else and you uttered a slur or two in the process. The punishment will be worse because it is a hate crime, how worse depends on the laws of your state.

no legal action for a racist comment, generally. usually, they are protected by the First amendment. However, the First amendment does allow a state to outlaw a racist comment if that comment is likely to incite an immediate breach of the peace. (Chaplisky v. New Hampshire, finding that "fighting words" are not protected under the First amendment). From there, it all depends on 1) whether the comment was likely to cause immediate violence (if not it is protected under 1st amend), and if the type of comment is likely to cause violence immediately, then one you need to dig and find out if the state your talking about makes certain hate speech a crime. Some do, some don't and we would need to know the state to assess it further.
Note, however, that the question is not whether immediate violence actually did ensue in this case, but rather, whether the comment is the type of comment that can typically be expected to incite an imminent breach of the peace.

Actually, it is sorta Illegal. It is called a hate crime, and can be punishable by a fine. It is considered I believe a 5th Degree Misdemeanor. For a minor, it's most likely a slap on the wrist the first 1-2 times.
It's called slander, which is not protected speech by the First Amendment.

Racist comments are often spurred on by the ignorant actions of the particular race in question. If people would stop clinging to their skin color for protection, and act like civilized human beings who wish to fit into society, there would likely be no racist comments made by anyone. Love your neighbor, and he will love you back, no matter what your color.

Well "you" shouldn't be making racist comments anyway but I'm not sure that there is some sort of legal action that can be taken against you although I believe there should be.

that's a not person-friendly problem. at the same time as I do have self assurance contained in the freedom of speech and being waiting to assert and have self assurance in spite of the actuality that you want, I have self assurance that in public, you should habit your self in a civil way. it is high quality in case you don't love black human beings. that's slightly extreme once you throw banana peels at them and make monkey noises. I do have self assurance that some action should be taken adversarial to such issues. Is it a lot to ask for persons to be civil?

There is no 'legal' action for it, you can be arrested, fined or have a record made for saying it. You can get fired, Fined by your work and ruin your reputation as a whole. No legal action can be taken after unless they attempt to sue you for "emotional distress" or for "Discrimination."
