Press Alt. Then V.

This should bring up the View menu. The first item should be "Toolbars"
Hover over that, and a new branch should open. Select the first choice "Menu Bar" This should lock it in place.

*edit* Actually i think I misread the question. Right click the menus and make sure it is not locked. If there is dots at the side or top of the bar, you can click and stretch the bar to where you want it. Then simple right click it again and lock it into position.

System restore also works, but I usually think thats a drastic move.

Good luck.

I had IE 7 for about 3 days when I uninstalled it and went back to IE 6. I heard rumors that there were some glitches in IE 7 that couldn't be fixed. In my case, it would block me from going to my favorite websites--even though they were clearly named in the Favorites list at the top of my monitor--and I kept getting messages that "This page cannot be found", "You are not connected to the internet" (even when I was connected), etc. I also could not get into my email--one minute it would say there were no messages, the next I'd have 50, and the 3rd I'd have zero again.
So, you might want to go back to IE 6--saves a lot of grief in the end.
