Just because a revolution fails doesn't mean it wasn't a revolution.
After France lost the Napoleonic Wars, the Allied Powers (England, Spain, Austria-Hungary, Russia) restored the Monarchy and Aristocracy to power. The king and nobles had a shadow of the power they exercised before the revolution. Much of the land was 'redistributed' during the Revolution and the Napoleonic Wars, and the nobles who survived the Terror were often impoverished after twenty years of exile. Power reverted back to the people and the aristocracy lost all official power.
The Revolution in itself was remarkably different than any other revolt in European history to that point. In most revolts, local peasantry would rise up against their local lord. The mob would rule for a week or so, and then would be put down by troops belonging to the King or neighboring Lords. When Cromwell took power in England, it was still members of the middle class, the Church, and nobility that were in control.
In the French Revolution, the mob turned on the nobility, took control of the country in short order, and attempted to permanently end the power of the nobility. The ambitions, violence, and source of the Revolution were completely new to the Contintent.

The french revolution was the first time in modern history that the people rose up to the established order and took power form it. And didn't give it to another monarch. That was the meaning of it. the french lighted the way for other revolutions, to succeed, before then only the 13 colonies had done something similar, and it was very different yet. in the colonies, the fought a king on the other side of the Atlantic, the motor of that revolution were the rich merchants that had to pay the most taxes and they were aided by other monarchies.
In the french revolution the people grew tired of the excess of the court and took the power from them, the great contribution of the french revolution was that from then on Leaders were AFRAID of their people, and ended the Illustration, and the though that the ends justify the means.

After the revolution, they had, I believe, two more kings, Louis Napoleon, being the last. After his reign, they converted to a democracy. The last two kings didn't have nearly as much power as prior kings because a parliament had been established by then. The king was more of a figure head, a ntional symbol.
