Your IP address is assigned to you by your ISP, and is linked to a number hard coded into the network card of your computer. Changing the hard drive will not change the IP address.
If you want the IP address to change, contact your ISP and they can do it for you. If you are concerned about keeping the same address, once the new hard drive is installed, if you are not connecting with the same IP, contact your ISP.
Unless you are running a web server from your computer, having its IP address change will not affect how and to what you connect on the Internet, your e-mail, etc. If fact, many ISPs have it set up to change your IP address on regular basis. Helps them to track what addresses are not being used so they can reassign them to new customers.

No. Your Public IP address is assigned by your Internet Service Provider. If you connect to the INternet by DSL modem and what to change your IP you can turn off the Modem for a few hours then turn it back on. This may cause the ISP DNS server to assign you a new IP.
You Private IP is assigned to your compuer by your Router/Modem and there is no need to change it. Your Private IP is NOT visable on the net.

it wont give you new IP address. ISP internet service provider assigned you an IP address. you can also set your IP automatically.
