If it is set to "automatic" it will.
Click on the time in the lower right corner of the task bar. Then click ADJUST DATE / TIME.
Click the TIME ZONE tab and if it isn't already checked, check the box that says "Automatically adjust time for daylight saving changes".
If you do check the box, make sure you click APPLY before closing the window.

Yes, no and maybe. Windows is able to reset itself for daylights saving time. But only if you have the "Automatically Adjust clock for Daylight Saving Time" check in the Date and Time options.
Control Panel > Date and Time Icon > Time Zone tab
Also, this is the first year for the new ending date for DST. For your computer to adjust, it has to have had the patch released by Microsoft (and added by the Automatic Update) installed on the computer. Within the patch, your computer would have adjust last weekend (the old ending date). If it did not, then you have the patch (or the automatic adjust turned off).

It depends on if you've been keeping your system patched and up-to-date. You didn't say what OS you're using, but this Microsoft link will get you the patches you need for Windows

If you're running Linux, get the tzdata patch specific to your Distro. This is the patch that corrects the timezone rules for Linux.
Beyond that, make sure your date and timezones are correct. If you don't have the right date on your system, or if you haven't set your system to the right timezone, it won't work properly.

Yes I do believe it will. I went in the spring and set it ahead one hour and the next morning it was then ahead two hours. So just leave it and I am sure it will know enough to set itself. If it does not, than you can set it manually.
