It's just a ridiculous filler between the Cell saga and the Buu saga, sometimes refered to as the Great Saiyaman saga. It wasn't written by Akira Toriyama (the creator and author of Dragon Ball), meaning it does not appear in the original manga (Japanese comic book) series. The superhero costume and evrything else in that saga were written and produced by TOEI Animation, the company in charge of adapting the manga (comic) into the anime (cartoon). I think the reason was because, at the time, Toriyama was still writing the manga, and TOEI had to keep providing TV companies with new episodes.
Oh yes, you can probably find those episodes in YouTube (they might be chopped off into shorter parts though). Just look for "Dragon Ball Z episode 200" or something...I think that's about when the Great Saiyaman saga begins.

It is the beginning part of the Buu Saga, and is specificically the Great Saiyaman Arc. We see the Great Saiaman right after Goku's fight with Pikkon and right before the World Tournament. Specifically episode 185 to 194.
This might have been my favorite part of the series.

I believe the episode you are looking for is between the 7-13 episodes in the Buu Saga. Not sure what the exact episode number is...
Either way, that episode is funny as hell!!! ^_^*
