Those would be classified as more of a kitten heel since they're so short. Yes, they're very narrow at the heel tip so I guess you'd call them 'quasi-stilettos'
A "TRUE" stiletto starts at about 3" to 3 1/2" high and come to a very small tip (usually less than 1/2")
Flair's first pic represents an extreme fetish stiletto (that's EXTREMELY hard to walk in!!!) and the second is an actual stiletto heel. Approx 4 - 4.5" high and tapered to a small point.

Yes.
If they are high [ over 2" ], skinny, and you could put someone's eye out with them, they are stiletto heels.
