I have tried everything to remove the hard water spots, rinsing cycle in vinegar, tried Glass Plus and Jet Dry.... nothing seems to be working. Any other ideas? I also scrub them before I put them in the dishwasher...Thanks!!

Have someonecome and check your water your pipes could be
Dissolved mineral deposits, rust and sediments are the source of hard water, but it also creates scale. Scale can shorten the life of your pipes, water heater, dishwasher and washing machine.

Instead of just putting the vinegar in the rinse cycle try just pouring some in at the beginning of the dishwasher cycle and that should help to improve your hard water stains. You also may need to put in a water softener or add more salt to the softener you have.

Do you have a water softener for your indoor house water. It makes a big difference on your dishes, hair/body, and clothes.
