Your question is very technical and a bit tricky.

If by 'ok' you mean: quick, colorful & warm, yes, by golly, it's 'ok'.

If by 'help', you mean: assist others where their ability, intelligence or sanity falls short: most definitely you are obligated to help as a concerned, caring citizen of your community.

If by 'setting fire to them', you mean: gathering a huge pile of combustible material, piling your neighbors atop the pile of combustibles and igniting both the combustibles AND your neighbors: of course! If you're neigbors are crispy, they will not mind if you help them take down their old decorations.

Be careful though: taking down holiday decorations without the express consent of the owners, could be a hate crime in your jurisdiction. Also: when burning your neighbors, it's always best to marinade them first or they will become way too chewy.
