It's not just in the south, it's everywhere. The reason is money. The labor to skim coat with plaster is very expensive and not many drywall finishers are skilled plasterers.

Certainly 1 & 2 offer valid thoughts. I'll just add my two cents after installing thousands of sq. ft. of drywall, and gallons of MUD.
I happen to live in the South, but geography has never been the issue at all. PLASTERING, in my life; is an uncommon; often useless effect for walls.
The intent most often for drywall is to paint over a smooth surface. Mudding seams and screw holes; then sanding; facilitates SMOOTH/FLUSH.
Unless someone WANTS a plaster finish over GYPSUM filled wall board (Drywall/Sheet Rock) it makes little sense to coat the entire sheet with Plaster. Beyond that; Plaster is often applied over Lathe and Mesh.

1.its alot cheaper ,it takes less man hours to just do the seems than the whole wall.

That is done all over. It is much quicker and much cheaper. Then texture can be sprayed on while priming and painting.
