The capacity for fear is something most people are born with. It helps keep us out of danger. Contrary to one of the answers, we may be born fearing more than just loud noises and falling.

Some people fear spiders when the first see them, for instance, despite never connecting them to any other experience.

However, there's good evidence that we start to decide what to fear based on observation (e.g. Mom seems frightened of dogs, so I'm going to assume they're dangerous) and experience (e.g. The last time I saw a bee I got stung, so now they freak me right out).

We can also generate fears to social things like public speaking, talking on the phone, etc.

good question! never thought about that...
(bear in mnd there are different forms of fear, for example healthy/necessary fears, irrational fears, neurotic fears & even exciting fears(eg when people watch scary movies)...

the 2 sources that I know of are these:
1. past life experinces that have been very painful or intolerable
2. fears drummed into us by society, parents, elders etc

I don't think I still have answered this question though, becuase I don't know the nature of fear...one thing I do know though is fear (in its healthy form)is there for a reason to serve a purpose; the healthiest form being fear of sin (amongst others perhaps).
I think once we do sth that is against the Laws of the Universe, we get warned not to repeat it via fear & alarms going off to warn us not to repeat it.
There's a really deep fear of rejection & abandonement in us all, which I'm not able to describe in a few words here but I'll find out the name of the book I read about & will add it here later).
Another thing I do know is fear is sometimes the opposite of love. Love dissolves all fear.

Humans are only born with two innate fears. The fears of loud noises and the fear of falling. Everything else people are scared of is learned behavior through experiences.

Biologically fear is essential to your survival. If you sense something is wrong, your body goes into fight or flight mode and is ready to respond to danger and help you stay alive.

An area in your brain called the Amygdala is involved in emotional expression, especially anger and fear.

Memory also plays a major role in the fear response, as is particularly obvious in people suffering from PTSD.

fear - society is so full of fear -just look at whats on t-v and movies.

fear is a control factor it also has to do with how safe you are - if you did not grow up in a "safe" environment then you are more prone to fear.

It's necessary for self-preservation. Otherwise, you'd be walking in front of buses.
