yes, crime rates did raise a little like one of the yrs in this decade [[1990-2000] but its not an assumption that it decreased, ive researched the crime rates then and each one plus comparisons from 1990 to 2000 show its decreased.

It would have been helpful to know what scale of which you speak. In other words, is this a single country (USA)? How is 'crime' defined? Is there a meaningful correllation between birth and death rate and these figures? I am only asking bec it is hard to answer without these answers. Just guessing here, but:
