Assuming you left out "jumped" the answer is no it would not make an earthquake. In part because an earthquake is the result of a sudden release of energy in the Earth's crust that creates seismic waves. People jumping up and down would not constitute this. However what you would be looking for in your question is people making the earth shake and rumble like there was an earthquake. Again not going to happen due to the insignificance of the mass of the human population in comparison to the Earth.

What you would see!:
If everyone jumped (in a close packed group) and landed at the exact same time there WOULD be a measurable seismic reading. The seismometers we have today are very sensitive and would actually be able to measure this.

This type of activity would in essence cause vibrations in the earths crust. The National Institute of Standards and Technology in Maryland is actually considering building a "floating" building to dampen outside vibrations. This is because a major highway runs near the NIST campus and certain equipment they use there is sensitive enough to pick up the vibrations of vehicles driving down the highway!

I think you left out a key phrase like "jumped up at the same time."

The answer is no. The weight of all the biomass (including all the people) on the earth is trivial compared to the mass of the earth
