Earth does shake. Its called an earthquake, but they are localized and not global.
Are you asking about isotasy? According to the Airy hypothesis, mountains have deep roots to maintain isostatic equilibrium. According the the Pratt hypothesis, mountains are underlain by less dense material to maintain isostatic equilibrium.

No! Mountain are created when two tectonic plates cruch agains each other forcing the rocks for under upward. When this happens it creates an earthquake/s. Earthquakes happens in many different methods and no one not even a mountains or scientist can stop an earhtquake from happening.
1. When a volcano erupt it sents out earthquakes
2. Earthquakes also happens in faults like the Adreas Faults in CA.
3.When two or more plates
a. Slide againts each other
b. slide into each other which makes a mountains
c. slide under on plate which creates a volcanos and treanches.
