People should enjoy every living,precious minute, shouldn't they?
Even waiting in the long supermarket queue there are creative things to do like sampling the strategically located candy near the checkouts.
Even on a long commute to your 9-5 you can learn Mandarin, practice TM or annoy the crap out of your fellow passengers with your 101 boring ringtones.

I hate that expression for the same reason, mate. Time IS precious and much can be done in a minute or two.
