probably can't compare an octopus with a mammal. apples to oranges..... now mammal to mammal, it's easy to compare, like a bat's wings are really the bones of their hand.
octos are freaking cool though. they are supposed to be as smart as a cat or a 12 year old human. clearly clever creatures, and they can squish down to as small as their beak, which is the only hard part in their body.
if you are comparing usage, however, an octopus uses its tentacles for both ambulation and manipulation. so the tentacles serve like both arms and legs.
that has me thinking now.....if most humans are right handed and most cats are left-pawed and some crabs have one stronger claw, then i wonder if octos favor a certain tentacle.

Neither....
Tentacles can refer to the elongated flexible organs that are present in some animals, especially invertebrates, and sometimes to the hairs of the leaves of some insectivorous plants. Usually, they are used for feeding, feeling and grasping. Anatomically, they work like other muscular hydrostats.
says nothing about arms or legs

Mind it carefully. What we generally find that arms and legs in human being (including some animal)are both in twos in number. And four legs in most of the of the animals. Creatures having arms and legs do not live in water. Octopus live in water and they don't have any arms or legs as such. Whatever(eight number of them) they have they r capable of using them as arms and legs both whenever necessary.

Strictly speaking they are neither. They are tentacles which can function as either or both arms and legs.
